Please be advised of the adoption of Commission Delegated Regulation (EU) 2025/2651, which amends Article 8 of Delegated Regulation (EU) 2021/1698.
The key change introduced in the article is the expansion of the criteria for listing a product or country as “high-risk.”
Previously, high-risk lists could only be established based on established cases of major, critical, or repetitive non-compliance. The new rules allow the Commission to include products and countries on this list based on both established and suspected cases of such non-compliance.

Effective Date: The Commission Delegated Regulation (EU) 2025/2651 was published on December 23, 2025, and enters into force on the third day following publication, becoming effective on December 26, 2025.
