The EU Commission Implementing Regulation EU 2025/973 was published on May 26, amending and correcting the Implementing Regulation (EU) 2021/1165 authorising certain products and substances for use in organic production and establishing their lists.
The Regulation updates the lists of authorized substances in Annexes I, II, III, and V.
Key changes include the following:
– reclassifying certain active substances to low-risk in Annex I,
– amending entries for plant origin products and adding new substances like calcium acetate and magnesium gluconate to Annex II (fertilisers/soil).
– Annex III (feed) sees clarifications on feed materials and additives, authorisation of substances like single cell proteins and iron(II) fumarate, and reclassification of calcium stearate and calcium propionate.
– Annex V (food additives/processing aids) merges separate lists and clarifies specific conditions, adding buffered vinegar and revising gellan gum conditions.
– A procedure for specific authorizations in the outermost regions is introduced, adding Annex VI for substances authorised in third countries and outermost regions. The regulation also includes corrections to existing entries.
Noting that the date of effect for this Regulation is set to be: June 15, 2025.
